AREAS AFFECTED: Kern, CA
DESCRIPTION: * WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of central California, including the following county, Kern. * WHEN...Until 400 PM PDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. * ADDITIONAL DETAILS... - At 155 PM PDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Up to 0.4 inches of rain have fallen. - Additional rainfall amounts up to 0.5 inches are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include... Bodfish and Democrat. - http://www.weather.gov/safety/flood
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Move away from recently burned areas. Life-threatening flooding of creeks, roads and normally dry arroyos is possible. The heavy rains can trigger rockslides, mudslides and debris flows in steep terrain, especially in and around these areas. Flooding is occurring or is imminent. It is important to know where you are relative to streams, rivers, or creeks which can become killers in heavy rains. Campers and hikers should avoid streams or creeks. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

Graupel is a form of precipitation that is created by atmospheric conditions
which cause supercooled water droplets to contact snow crystals and freeze to
their surface.
Sometimes known as soft hail or snow pellets, graupel is delicate and easily
destroyed by touch. Whereas hail usually falls during severe weather, graupel
doesn't require such conditions to form, and can form in mild precipitation
similar to situations which produce snowfall.

A hole punch cloud is an unusual occurrence when a disk-shaped
hole appears in a cirrostratus, cirrocumulus, or altocumulus cloud.
When part of the cloud forms ice crystals, water droplets in the surrounding area
of the cloud evaporate. The effect of this process produces a large elliptical
gap in the cloud. The hole punch cloud formation is rare, but it is not specific
to any geographic area.
Other names which have been used to describe this phenomena include fallstreak hole,
skypunch, and cloud hole.
